Registry Mini-Grants Program
This 2025 Registry Mini-Grants funding opportunity is intended for smaller projects that specifically increase the number of individuals who register to become organ, eye and tissue donors. This Registry Mini-Grants funding opportunity is launching in recognition of the Wisconsin online donor registry’s 15th anniversary.
Proposed 2025 Registry Mini-Grants projects must focus on:
- WHO: Specific age, race/ethnicity, or sex demographic as outlined in the “Project Need” section.
- WHAT: In-person interaction for registry sign up. Best use of funds must be solely dedicated to projects that encourage new enrollees in the Wisconsin Donor Registry. This funding opportunity excludes support for events such as parades and fundraising activities.
Funding requests must not exceed $5,000 per project. Requests outside of this range will not be considered. All projects must begin with or without a signed agreement.
Collaborative projects between non-501(c)3 groups or organizations are welcome. However, at least one organization involved in a collaborative project submission must meet the “eligible organization” criteria.

What is the DLW grants program?
DLW is authorized to provide funds to organizations to promote the donation of organs and tissue, to promote organ and tissue transplant research, and to advance patient services involving organ and tissue transplants in Wisconsin.
What is an eligible organization/who can apply for a Mini-Grant?
Organizations that are eligible to apply or serve as the lead organization for a project must be recognized as exempt for federal taxation under Section 501(c)3 of the IRS Code, be able to provide proof of charitable status in Wisconsin (if applicable) and be able to submit a doumentation of expenses along with a reconciled financial statement at the conclusion of the funded project. Organizations applying for a 2026 DLW Innovation and Impact Grant Program award are not precluded from applying for one or more 2025 Registry Mini-Grants Program.
May organizations collaborate on a proposed project?
Organizations proposing to collaborate on a project must include at least one organization that meets all eligibility criteria. This organization will be considered the primary (lead organization . The lead organization will sign the Grant Agreement, serve as the fiscal agent and assume responsibility to meet all reporting requirements.
Can an organization that provides services in states other than Wisconsin be eligible?
If an organization performs its programs in states in addition to Wisconsin, the Grantee must limit any funding that it receives from DLW to its Wisconsin activities.
What are permitted use of funds?
Permitted use of grant funds is defined in the DLW Grants policy and outlined in the Request for Proposal document. Examples of allowable expenses include consultant, contract or staff time to implement the project; office supplies, postage, copying related to the project; meeting expenses related to the project.
What are examples of funds not permitted?
- Non-allowable use of DLW grant funding:
- Costs or activities non-directly related to project implementation
- Event participant food, beverages (including alcoholic beverages), or entertainment
- Clinical care or costs associated with treatment or direct care
- Direct or indirect lobbying activities or legal fees
- Financial gifts, e.g., scholarships, aid or gift cards
- Expenses billed to/reimbursed from federal/state agencies or other entities e.g., CMS
What is the timeline for applications/review of Mini-Grant proposals?
Online proposals can be submitted May 1-June 13. Online proposals will be accepted beginning June 14 on an ongoing basis until budgeted funds are depleted.
Applicant organizations should anticipate a 45-day review period after proposal is submitted.
